Your humble blogger has been traveling a lot, so it was only this a.m. that I got around to reading Marc Lynch's blog post on "How Syria Ruined the Arab Spring." It's pretty gripping stuff:
[T]he Syrian nightmare has destroyed the spirit of fun, hope, and positive change of the early Arab uprisings. The promise of the Arab Spring has given way to Syria's highly visible and protracted violence, divisive identity politics, focus on international intervention, crushing of expectations, fragmentation of the media landscape, state failure, and strategic proxy warfare.
Now, Marc knows way more than I do about the region and has literally written the book on understanding the Arab Spring. His points about the changing media landscape in the region are fascinating. But if I could go all blogger for a second, can I point out the ways in which I think there's some gross exaggerating going on in this post?
First of all, let's be clear that Syria was hardly the only Middle Eastern country to experience a violent blowback to the uprisings. Iran cracked down almost immediately after the first protest broke out in early 2011 -- indeed, it cracked down so effectively that after that January the country disappeared from the Arab Spring narrative.
Now, one could argue that Iran is not an Arab country, so what happens in Persia stays in Persia and doesn't taint the Arab Spring. Bahrain certainly is Arab, however, and there was a pretty brutal crackdown there as well. It was far less bloody than in Syria, but it was a crackdown nonetheless and a significant part of the counter-revolutionary trend that Lynch highlights. And what happened in Bahrain was merely the most egregious example of repressive acts that occurred across the Persian Gulf.
Second, Lynch argues that "the Syrian war has also created an opening for al Qaeda and jihadist trends, which earlier Arab uprisings did not." This is likely true with respect to Tunisia and Egypt ... but it is less true with respect to Libya. And if the counterfactual is a world in which Syria doesn't descend into civil war, one could envision a scenario where al Qaeda elements simply decided to target the next-weakest state in the region instead. That likely would have simply meant a larger AQ presence in Libya.
Third, Lynch notes that Syria transformed the media narrative from one of spontaneous revolutions to one of bloody internecine warfare, tarnishing the image of the Arab Spring. It's true that war tends to drown out other forms of news, but I wonder if the absence of a Syrian conflict would have led to such a great change in news coverage. Absent Syria, the leading narrative in the region would likely be the myriad ways in which Egyptian President Mohamed Morsy has morphed into the very Arab dictator that he replaced. And I'm not sure that narrative would be any more upbeat.
I suspect that the proxy warfare and media transformation are likely Syria-specific, so I don't want to say that I completely disagree with my FP colleague. Still, the Arab Spring narrative was never quite so pristine as it seems now, and there are plenty of other ways the narrative would have been sullied absent Syria.

The New Republic has relaunched in style, featuring a spiffy new website and a sitdown interview with President Barack Obama. Alas, much of the interview was about internal GOP politics. Only the last question was about foreign policy, but Obama provided an interesting answer. In TNR owner Chris Hughes queried about how he morally copes with the ongoing violence in Syria without substantive U.S. intervention. Here's his response in full:
Every morning, I have what's called the PDB—presidential daily briefing—and our intelligence and national security teams come in here and they essentially brief me on the events of the previous day. And very rarely is there good news. And a big chunk of my day is occupied by news of war, terrorism, ethnic clashes, violence done to innocents. And what I have to constantly wrestle with is where and when can the United States intervene or act in ways that advance our national interest, advance our security, and speak to our highest ideals and sense of common humanity.
And as I wrestle with those decisions, I am more mindful probably than most of not only our incredible strengths and capabilities, but also our limitations. In a situation like Syria, I have to ask, can we make a difference in that situation? Would a military intervention have an impact? How would it affect our ability to support troops who are still in Afghanistan? What would be the aftermath of our involvement on the ground? Could it trigger even worse violence or the use of chemical weapons? What offers the best prospect of a stable post-Assad regime? And how do I weigh tens of thousands who've been killed in Syria versus the tens of thousands who are currently being killed in the Congo?
Those are not simple questions. And you process them as best you can. You make the decisions you think balance all these equities, and you hope that, at the end of your presidency, you can look back and say, I made more right calls than not and that I saved lives where I could, and that America, as best it could in a difficult, dangerous world, was, net, a force for good. (emphasis added)
I hear a lot of loose talk about what Barack Obama's foreign policy is really like, but I'd argue that the bolded sections pretty much encapsulate his foreign policy preferences. For him, national interest and security trumps liberal values every day of the week and twice on Sundays.
[But that's a false dichotomy!!--ed. You've been listening to too many Jon Favreau speeches. The easy foreign policy calls are when values and interests line up. It's when they conflict that we get a better sense of what's vital and what's... less important.] Obama looks at Syria and sees a grisly situation where the status quo doesn't hurt American interests -- in fact, it's a mild net positive. Given that situation, Obama's incentive to intervene is pretty low.
Does this mean Obama is amoral or un-American? Hardly. That answer suggests two things. First. liberal values do matter to Obama -- they just don't matter as much as other things. Second, to be fair, contra academic realism, there is a set of ethical values that are attached to realpolitik, and I think they inform Obama's decision-making as well. It seems pretty clear that Obama's first foreign policy instinct after advancing the national interest is the foreign policy equivalent of the Hippocratic oath: first, do no harm. If you think about it, the one liberal deviation from Obama's foreign policy is the Libya intervention, where he explicitly authorized the use of force for a mission that he acknowledged was not in the core national interest. It worked, but we've seen/seeing the second-order effects in Benghazi and across Northern Africa.
I'm bemused by neoconservatives who simutaneously pillory the Obama administration for the Benghazi screw-up, yet call for greater efforts to "do something" in Syria. What happened in Benghazi, and Algeria, and Mali are the direct follow-ons from the last time the U.S. ramped up its efforts in a non-strategic situation. If anything, it seems clear that Obama has learned from that lesson -- as well as the Afghanistan "surge" -- and determined that the utility of military intervention is more limited and the costs are even greater than he imagined in 2008. Furthermore, as the Congo comment suggests, he's also conscious that if one really wants to apply liberal ethical criteria to the use of Amertican force, then Syria is not at the top of the queue.
Barack Obama neither an appeaser nor a liberal internationalist. He's someone who has a clear set of foreign policy preferences and an increasing risk aversion to the use of force as a tool of regime change. That's not unethical -- it's just based on a set of ethical principles that might be somewhat alien to America's very, very liberal foreign policy community.

Ellen Barry reports in the New York Times that the Russians see the handwriting on the wall in Syria:
Deputy Foreign Minister Mikhail Bogdanov, Russia's top envoy for Syria, said on Thursday that President Bashar al-Assad’s government was losing control of the country and might be defeated by rebel forces.
“Unfortunately, it is impossible to exclude a victory of the Syrian opposition,” he said — the clearest indication to date that Russia believed Mr. Assad, a longtime strategic ally, could lose in a civil war that has claimed tens of thousands of lives.
“We must look squarely at the facts and the trend now suggests that the regime and the government in Syria are losing more and more control and more and more territory,” said Mr. Bogdanov, in remarks to Russia’s Public Chamber carried by Russian news agencies.
This comes a day after Syria launched Scud missiles at opposition forces -- which everyone and their mother seems to think is a desperate move by the Assad regime -- and the United States announced it would recognize the new Syrian opposition council.
Now, as someone who has been expecting Assad to go for quite some time now, these appear to be pretty powerful signs that the regime is, if not facing the end, the beginning of the end. On the other hand, as Bruce Bueno de Mesquita and Alistair Smith note in Foreign Policy, Assad still seems able to command the necessary resources to fund his coercive apparatus.
So, how can we really tell that Assad -- or any other leader facing an insurrection -- is actually on his way out? In the spirit of David Letterman, might I suggest the following:

10) Your Minister of Transportation decides to cash in all his frequent flyer miles.
9) Barbara Walters bumps you from her Most Fascinating People of the Year special in favor of a boy band;

David Sanger and Eric Schmitt have a story in today's New York Times about... well, as near as I can figure, the purpose of the story is that the intelligence comnunity wants to communicate with the Assad regime in Syria. Here's the opening:
The Syrian military’s movement of chemical weapons in recent days has prompted the United States and several allies to repeat their warning to President Bashar Al-Assad that he would be “held accountable” if his forces used the weapons against the rebels fighting his government.
The warnings, which one European official said were “deliberately vague to keep Assad guessing,” were conveyed through Russia and other intermediaries.
So I guess the New York Times is now one of those "other intermediaries."
Given the expansion of the U.S. intelligence apparatus, this kind of "signaling through the press" function is not going away anytime soon. The problem, of course, is that very often these intelligence officials can't come right out and tell Sanger and Schmitt what they want Assad to know, cause, like, there are other people reading these stories.
So, as a public service, the hardworking staff here at this blog will try to parse out exactly what is being communicated. Let's excerpt every direct quote (bolded below) and run it through the Drezner Intelligence Explainer (D.I.E.: patent pending):
One American official provided the most specific description yet of what has been detected, saying that “the activity we are seeing suggests some potential chemical weapon preparation,”
TRANSLATION: "We're seeing deviations from the status quo ante. We 're not entirely sure what this means, and we don't like that, so we're going to talk about it in the press to see if we can get a rise out of Assad."
“These are desperate times for Assad, and this may simply be another sign of desperation,” one senior American diplomat, who has been deeply involved in the effort to try to dissuade Mr. Assad’s forces from using the chemical weapons, said Sunday.
TRANSLATION: "We're seeing deviations from the status quo ante. We 're not entirely sure what this means, and we don't like that, so we're going to talk about it in the press to see if we can get a rise out of Assad."
“It’s very hard to read Assad,” one senior Israeli official said. “But we are seeing a kind of action that we’ve never seen before,” he said, declining to elaborate.
TRANSLATION: "We're seeing deviations from the status quo ante. We 're not entirely sure what this means, and we don't like that, so we're going to talk about it in the press to see if we can get a rise out of Assad."
“The president has made it clear that the use of chemical weapons in Syria would cross a red line for the United States,” the [senior administration] official said. “We consistently monitor developments related to Syria’s stockpiles of chemical weapons, and are in regular contact with international partners who share our concern.
“The Assad regime must know that the world is watching, and that they will be held accountable by the United States and the international community if they use chemical weapons or fail to meet their obligations to secure them.”
TRANSLATION: "We're seeing deviations from the status quo ante. We 're not entirely sure what this means, and we don't like that. So forget what Sanger and Schmitt said about 'being vague back in Paragraph 1; we're just gonna reiterate our policy on this so there's no misunderstanding in Damascus."
Representative Mike Rogers, a Michigan Republican who heads the House Intelligence Committee, declined to comment on the new intelligence reports but said in a statement late Sunday: “We are not doing enough to prepare for the collapse of the Assad regime, and the dangerous vacuum it will create. Use of chemical weapons by the Assad regime would be an extremely serious escalation that would demand decisive action from the rest of the world."
TRANSLATION: "This is all Obama's fault."
“We’re worried about what the military is doing,” one official said, “but we’re also worried about some of the opposition groups,” including some linked to Hezbollah, which has set up camps near some of the chemical weapons depots.
TRANSLATION: "Our actual Syria policy remains entirely unchanged."

Your humble blogger is on vacation at an undisclosed location, so blogging will provoke some nasty looks from my family be a bit lighter for the next ten days or so. So, alas, I will miss a couple of news stories pointing how the ways in which the eurozone is screeed, at least a dozen heated Israeli statements on Iran, at least two dozen op-eds calling for the United States to take action in Syria. So, in other words, not much.
Before I go, however, I went back and read this blog post of mine from six months ago about Syria -- in particular, this Dan Trombly quote:
The much more unpleasant strategic reality is that, whether foreign forces intervene or not, the U.S. receives little reward from hastening Assad’s downfall. An embattled Assad imposes just the same limitations on Syrian and Iranian threats to U.S. interests. Resources will have to be diverted from the proxies Iran supports through Syria to Syria itself as Iran tries to maintain its host’s viability. The loss of Assad’s regime would mean a rapid retrenchment in Iranian support, for sure, but this would likely be replaced by a proxy campaign against Syria’s new government and its foreign backers, or a redeployment of IRGC/QF assets to other theaters, probably against the U.S (if not both). Given that rapidly overthrowing Assad without major overt military action from a broad coalition of forces is a pipe dream anyway, the United States should consider contingency plans in which it works through, rather than against, the specter of protracted civil war. To be able to bleed Iran in Syria would, relative to the risks involved, be a far more significant strategic opportunity against Iranian power relative to the investment and risk than would be a major overt campaign to overthrow Assad outright. The more blood and treasure Iran loses in Syria – even if Assad stays in power longer – the weaker Iran will be.
Here's my provocative question to readers: official protestions aside, doesn't this pretty much describe current U.S. policy towards Syria?

As events in Syria unravel, there is a growing concern that Syrian despot Bashar Assad will use his chemical weapons arsenal to punish those rising up against him in a desperate bid to stay in power. Eli Lake reports that the CIA is, as I type this, "scrambling to get a handle on the locations of the country’s chemical and biological weapons."
What can the U.S. do? Elsewhere on Foreignpolicy.com, Andrew Tabler argues that the U.S. needs to be firm:
Washington and its allies must lay down and enforce red lines prohibiting the use of Syria's chemical and biological weapons (CBW), one of the Middle East's largest stockpiles. To do so, Washington should push for a U.N. Security Council resolution under Chapter VII of the U.N. Charter, which sanctions the use of military action, on mass atrocities in Syria -- including a reference that those responsible for the use of CBW would be held accountable before the International Criminal Court. Washington should not water down the text to make the measure toothless, as it has done repeatedly on Syria over the last year in an attempt to avoid a Russia veto. In the event of further Russian obstructionism, the United States should lead its allies -- Britain, France, Germany, Canada, Turkey, Qatar and Saudi Arabia -- in issuing a stark warning to Assad that mass atrocities in Syria will be met with an immediate military response. (emphasis added)
I'm neither a Middle East nor a nonproliferation expert, but I know a little bit about compellence, and Tabler's strategy sounds like an unsuccessful one in compelling the Syrian leader. Assad's behavior to date suggests that he really doesn't care about anything other than staying in power -- and he's perfectly willing to use whatever tactics are necessary to stay in power. He is now facing an adversary that, based on this week's bomb attack in Damascus, is perfectly content with using unconventional tactics. There is simply no way that Assad will constrain himself in response to a Western threat -- no matter how credible it is -- when his alternative is losing power.
Let's be blunt -- the only "immediate military response" that would matter would be a full-blown ground invasion (I don't think Seal Team Six could pull off an Assad decapitation at a tolerable amount of risk). It will take quite some time for that kind of operation to mobilize. And even if there is a ground assault, Assad would likely find his way across Iraq to Iran. Using ground force might be an advantage to using this kind of force as a signal to future leaders contemplating the use of WMD -- but I suspect it's a very weak effect.
I tweeted parts of this critique earlier in the day, which prompted Bob Wright to suggest an alternative strategy:
One obvious way to strengthen the incentive structure would be to pose a cornered Assad with a different choice: If you don't use chemical weapons, and just give up power peacefully, you can have a long and happy life.
But it's hard to offer him that option, because the Syrian army has already committed enough atrocities to get Assad indicted and convicted by an international tribunal and locked up for the rest of his life. So, to him, surrender may seem to entail a fate not much more attractive than death....
Suppose that, 10,000 Syrian lives ago, we could have offered Assad the option of safe haven if he surrendered power peacefully. Or, maybe, we could have offered him the option of safe haven after serving a year of jail time. Or two years, or whatever.
Now, you might argue that to let him off that lightly would have been to dishonor the 8,000 or so Syrians who had already died. Point taken. But tell that to the other 10,000. And tell that to the many thousands who may die yet.
The problem with this is that one has to assume that both the United States and Russia likely did make this offer to Assad a year ago - and he likely rejected it.
Unfortunately, Syria is not a case that will end well. An external ground invasion would put Western troops in the middle of a sectarian conflict. No external intervention will allow the sectarian conflict to fester even more. As for the United Nations, well, fuhgeddaboutit.
This is one of those cases in which the limits of U.S. influence -- or any great power's influence -- over the situation can be exaggerated. This seems obvious to me -- but I thought it might be a useful point to make to the rest of the foreign policy community.

In my experience, American realists just love the heck out of Russia. Go scan The National Interest and inevitably you'll see the most charitable of interpretations about Russian behavior. As near as I can determine, they reflexively sympathize with Moscow for a few reasons:
1) The Russians tend to be wonderfully blunt in explaining their motivations
2) Russia rarely, if ever, dresses up their foreign policy actions in anything other than national interest motivations
3) In the eyes of most realists, Russia is the status quo power justly defending its sphere of influence in the wake of revisionist American demands that have everything to do with ideology and nothing to do with American national interests.
I raise all of this because a few days ago Charles Clover in the Financial Times wrote an interesting story about Russia's foreign policy in Syria:
A respected Moscow-based military think tank has published a report that is likely to fuel more questions about the wisdom of Russia’s uncompromising support for the Syrian regime. It concludes that Russia really has few – if any – fundamental national interests to defend in Syria....
Russian support for Syria appears to be more emotional than rational, according to the Centre for Analysis of Strategies and Technologies, a consultancy with strong links to Russia’s defence community. It characterised the Kremlin’s Syria policy as a consensus of elites who “have rallied around the demand ‘not to allow the loss of Syria’ ”, which would cause “the final disappearance of the last ghostly traces of Soviet might” in the Middle East.
“The Syrian situation focuses all the fundamental foreign policy fears, phobias and complexes of Russian politicians and the Russian elite” said CAST.
Russia’s actual stake in Syria is not massive, according to CAST. It described Russia’s arms exports to Damascus as a “significant, but far from key” 5 per cent of total arms exports last year, and characterised Tartus, Moscow’s last foreign military base outside the former USSR, as little more than a pier and a floating repair shop on loan from the Black Sea fleet.
Now, it sounds an awful lot like CAST is arguing that Russian foreign policy leaders are wildly inflating their interests and acting in a -- dare I say it -- neoconservative fashion towards Syria.
I'd be very curious to hear from realists if they concur with this assessment. If it turns out that Russia is not acting in its national interests, it would be a body blow to both realism as policymaking advice and as an objective paradigm to explain world politics. Realists would no longer be able to say that the United States was the only great power not acting in its national interest. More significantly, if lots of great powers act to advance their emotional, historical, or ideollogical interests, then the world doesn't look very realpolitik at all.

The New Republic has assembled a symposium on what the United States should do about Syria. Among others, contributors will include Larry Diamond, Anne-Marie Slaughter, and... er... me:
The New Republic wouldn’t be soliciting my take if there was an easy solution to this policy conundrum. Indeed, Syria is such a tough nut to crack that I fear the best approach to the problem is to apply a Sherlock Holmes-style logic to it. When all of the impossible policy choices have been eliminated, only the improbable ones—however unpalatable they might be—are left to mull over.
Read the whole thing: I confess to not being happy with either of my suggested policies (buy off the Russians; arm the Free Syrian Army), but as I conclude, "the sad truth is that there is no good outcome, only different shades of terrible."
For some other policy suggestions, see Daniel Serwer and Caitlin Fitzgerald on the reverting-to-nonviolence option. This argument does have some support in the academic literature -- but I also think this option has been overtaken by events.
On the opposite side of the spectrum. I'd also recommend reading Dan Trombly's extended realpolitik cost-benefit analysis of myriad options and policy contingencies for Syria. His key paragraph:

This is cold -- but in the absence of rapid regime change, it's also spot-on. My only point of disagreement with Trombly is that he thinks supporting/arming/training the FSA is a bad idea, while I think it's a surefire way to achieve his preferred outcome. This wasn't the logic I used in my TNR essay, and it's one I'm reluctant to voice, but there it is.

The AP breathlessly reports that Punxatawney Phil saw his shadow today, which means another six weeks of winter. Based on recent data, I'm wondering if Syria's Bashar al-Assad can say the same thing.
Earlier this week the U.S. intelligence heads testified on Syria, and offered some surprising assessments:
Syrian President Bashar al Assad will not be able to maintain his grip on power in the wake of a wave of opposition that has dragged on for almost a year, America’s top intelligence officials told Congress today.
“I personally believe it’s a question of time before Assad falls,” James Clapper, director of National Intelligence, told the Senate Permanent Select Committee on Intelligence. CIA Director David Petraeus added, “I generally subscribe to that as well.”
Clapper said “it could be a long time” before the Assad regime falls because of “the protraction of these demonstrations” and a Syrian opposition that remains fragmented. Despite that, Clapper said “I do not see how long he can sustain his rule of Syria.”
Hey, remember how, a year ago, Clapper got into trouble for being honest about the state of affairs in Libya despite his honesty being a political inconvenience? This is precisely why I find his testimony so credible.
Recent facts on the ground buttress Clapper's assessment -- as does the Financial Times' David Gardner's reportage, which is chock-full of interesting facts about the Assad regime's constrained ability to repress:
The [Assad] regime believed it could crush the uprising, which began in mid-March after revolutions in Tunisia and Egypt, by the end of April and then in the summer Ramadan Offensive. It failed.
These operations revealed its reliance on two dependable units -- the 4th Armoured Division and the Republican Guard, made up of Alawites, the heterodox Shia minority that forms the backbone of the regime, and commanded by Mr Assad’s volatile younger brother, Maher. Whenever the Assads deployed units with a rank-and-file reflecting Syria’s 70 per cent Sunni majority -- as they had to if their offensives were to cover more than the hot spots of the moment -- defections ensued.
Even more interesting is Gardner's take on the evolving Russian position:
Russian diplomats…despite their rhetoric, have been talking to Syrian opposition figures and, according to the latter, carefully considering the Arab League proposals. As a veteran U.S. diplomat puts it, “there is a squishiness to where they [the Russians] are now”.
Russia does have a commercial interest in Syria, and arms the regime but the value of this depends on whether it will get paid, by a government running out of cash. It is only six years since Moscow had to write off more than $10bn in unpaid Syrian debts from the Soviet era.
Its real interest is in retaining its base facilities at the port of Tartus, its last naval asset in the Mediterranean. For that it will eventually need to reach an understanding with Syria’s future, not hold on to its past. Tartus is a long-term strategic asset. The Assads are no longer a long-term proposition.
This is new and interesting information, and does appear to track multiple reports that the negotiations in Turtle Bay will lead to an actual Security Council resolution on Syria. If Russia cuts a deal with the opposition and removes its veto from multilateral action, how long can Assad hold out?

As both the unrest and crackdown in Syria continue to get worse, Russia has steadfastly stood by the side of the Assad regime. Matters are coming to a head in Turtle Bay, however, as James Blitz and Roula Khalaf and Charles Clover report for the Financial Times:
Britain, France and the US will be making their most forceful push yet for a political transition in Syria at the UN Security Council this week, lending support to an Arab plan that they hope will overcome Russian opposition....
Paris and London said on Monday that they had the support of 10 out 15 Security Council members, which would mean a resolution can be put to a vote. But it remains unclear how Russia, which last year vetoed a much milder resolution, will vote....
French and British diplomats argue that Russia can no longer block a UN resolution. “We’re trying to convince the Russians that they can’t stay in their posture of opposition to a resolution while there is this much killing on the ground,” said a French official.
The State Department said Hillary Clinton had been trying to call Sergei Lavrov, Russian foreign minister, for the past 24 hours to discuss Syria, but he had been “unavailable.” The Syrian regime in recent days had “just let loose in horrific ways against innocents," said Victoria Nuland, spokeswoman for the State Department (emphasis added).
This is a serious humanitarian crisis and a brewing confrontation between permanent members U.N. Security Council…and yet, there's something I find very amusing about Lavrov's efforts to duck Clinton's calls. In the old days of the 20th century, one could imagine this kind of lying low gambit being easier to pull this off. Not any more.
Still, in honor of Lavrov's efforts to play hide and seek, your humble blogger suggests a contest for readers: Proffer your own version of Lavrov's outgoing voicemail message. If you're Lavrov, representing the interests of the Russian Federation, what would you want Hillary Clinton to listen to as she tried to reach you? Could the outgoing message itself constitute part of Lavrov's pushback?

I'm away from my phone right now, coordinating an investigation into serious human rights abuses that have occurred in Bahrain and Saudi Arabia over the past year. Yesterday I appeared on TVO's The Agenda with Steve Paikin to discuss Niall Ferguson's latest book, which argues that the West in general and the United States in particular is losing its mojo.
The theme of Western decline was still running through my head as I perused the New York Times website this AM. In his Damascus dispatch today, Neil MacFarquhar dutifully details the Syrian government's position on the cause of the sustained unpleasantness in the country:
Rather than responding to the motivations and demands behind the antigovernment uprising, opponents and political analysts say, the government has stubbornly clung to the narrative that it is besieged by a foreign plot....
Senior government officials — including Mr. Assad — and their supporters reel off a strikingly uniform explanation for the uprisings, blaming foreign agents and denying official responsibility for the violence.
“Most of the people that have been killed are supporters of the government, not the vice versa,” Mr. Assad said in an interview with ABC News broadcast on Wednesday. In the interview, Mr. Assad denied ordering a crackdown. “We don’t kill our people,” he said. “No government in the world kills its people, unless it’s led by a crazy person.”
Virtually no one in the Syrian government links the uprisings to the sentiment inspiring revolutions across the Arab world, to a public fed up with the status quo. Instead, they say the United States and Israel, allied with certain quisling Arab governments, are plotting to destroy Syria, to silence its lone, independent Arab voice and to weaken its regional ally, Iran. To achieve this aim, they are arming and financing Muslim fundamentalist mercenaries who enter Syria from abroad, Syrian officials say.
“Syria is one of the last secular regimes in the Arab world, and they are targeting Syria,” said Buthaina Shaaban, a presidential political and media adviser, warning that the West would rue the day that it enabled Islamist regimes.
And then I read David Herszenhorn's update on Vladimir Putin's thinking on the causes behind Russian protests earlier this week:
With opposition groups still furious over parliamentary elections that international observers said were marred by cheating, Prime Minister Vladimir V. Putin on Thursday accused Secretary of State Hillary Rodham Clinton of instigating protests by baselessly criticizing the vote as “dishonest and unfair” and he warned that Russia needed to protect against “interference” by foreign governments in its internal affairs.
“I looked at the first reaction of our U.S. partners,” Mr. Putin said in remarks to political allies. “The first thing that the secretary of state did was say that they were not honest and not fair, but she had not even yet received the material from the observers.”
“She set the tone for some actors in our country and gave them a signal,” Mr. Putin continued. “They heard the signal and with the support of the U.S. State Department began active work.”
Mr. Putin’s assertions of foreign meddling and his vow to protect Russian “sovereignty” came after three days in which the Russian authorities have moved forcefully to tamp down on efforts to protest the elections, arresting hundreds of demonstrators and deploying legions of pro-Kremlin young people in Moscow to occupy public squares and to chant, beat drums and drown out the opposition.
Wow, I had no idea that the United States was this powerful!! Hillary Clinton is apparently capable of getting thousands of Russians in the streets with just a few sentences.
Now clearly, actual American influence over events in Russia and Syria is pretty limited. Still, if the perception of power is a form of power in and of itself, I wonder if the Secretary of State -- perhaps after consuming too much egg nog at the State Department holiday reception -- would be tempted to give the following address to the diplomatic press corps:
I'd like to take this oppportunity today to admit that the United States, is, in fact, responsible for the nine-month uprising in Syria and the recent unrest in Russia. Oh, hell, who am I kidding -- we're responsible for the entire Arab Spring! It's true, the whole thing started about a year ago, at the Policy Planning Staff's Secret Santa party. One of them said, "hey, you know what would really advance American interests in the Middle East? If we destabilized secular authoritarian despots and empowered Islamist parties across the region! Those parties would really be more likely to back American policies in the region! Oh, and we should start with Egypt too, because of their peace treaty with Israel."
That initiative was sooooo successful that, again, my Foreign Service Officers came up with the brilliant concept of instigating the Occupy Wall Street movement, so we could demonstrate a template for how protests should naturally germinate in other countries. Did you like how some of the policy forces overreacted to those movements? Yeah, that was the State Department's idea too. We were hoping to encourage authoritarian leaders to overreact and crack down -- because without our inspiration, they would never have brutally repressed on their own.
Now, some of you might wonder, "if the United States was really this all powerful, why not target countries that pose even bigger security concerns, like Iran, or China, or even Venezuela?" Well, they're next. Think of the Middle East and Russia as just the out-of-town premieres before a show gets on Broadway. We've been working out the kinks to our methods, and now we think we've really perfected a universally applicable formula to apply to all our enemies in one fell swoop. Remember the baptism scene in The Godfather? Well, Hugo Chavez will wish he was Moe Green when we're through with him.

The Washington Post's Liz Sly has been doing some excellent reporting on the ground in Syria, and her latest report suggests that the latest batch of sanctions are starting to hurt Syria badly:
The dramatic decision by Arab states to turn against President Bashar al-Assad could further damage Syria’s economy at a time when it is already unraveling, posing perhaps a graver challenge to Assad’s survival than the country’s nearly-eight-month-old popular uprising, analysts say....
The extent of the damage is difficult to measure, and Syrian government officials say they don’t have indicators. But they do not play down the gravity of the situation.
Syrian Economy Minister Mohammad Nidal al-Shaar said at a conference last month that the economy is in a “state of emergency,” according to comments quoted by the Damascus-based Syria Report. In a recent interview in Damascus, Adib Mayalah, governor of the Central Bank of Syria, described the situation as “very serious” and ticked off the problems the economy is facing.
“Unemployment is rising, imports are falling, and government income is reduced,” he said. “In areas where there are protests, there is no economic activity — so people aren’t paying tax. Because they aren’t working, they are not repaying their loans — so the banks are in difficulty. And all this is weakening the economy.”
Merchants interviewed recently on the streets of Damascus report a 40 to 50 percent fall in business as consumers hoard cash and cease spending on all but the most essential items. Tourism has skidded to a halt, representing a loss of $2 billion a month to an economy worth $59 billion last year, Mayalah said.
“The whole system has been shrinking — and very fast,” said Rateb Shallah, a prominent Damascus businessman. “The sanctions are squeezing us, and it is definitely affecting us quite a bit.
To what extent the downturn is due to the sanctions isn’t clear, however.
Until now, only the United States, the European Union, Canada and Japan have imposed sanctions on Syria, with relatively limited measures mostly targeting individuals and financial services. The most serious measure, a European embargo on oil purchases imposed in August, goes into effect only on Tuesday because Italy sought to ensure that its existing contracts were honored.
But the experience of the oil embargo illustrates the broader crisis of confidence confronting Syria. European nations, which account for a vast majority of Syrian oil exports, immediately halted their purchases, even though they were not required to do so for three more months. And oil pumped since then has gone unsold, despite Syria’s boasts that it would easily find other customers. Syria has curtailed its oil production by more than 25 percent, Mayalah said (emphasis added).
The EU sanctions are clearly having an effect, and they were just ratcheted up a notch. What's particularly interesting, according to CNN's Ivan Watson, is that Turkey might be weighing in:
Turkey threatened to cut off supplies of electricity to its neighbor Syria Tuesday, as the Damascus regime found itself under growing pressure from Arab, Turkish, European and North American governments for its ongoing lethal crackdown on pro-democracy demonstrators.
"We are supplying them (Syria) with electricity at the moment. If they stay on this course, we may be forced to re-examine all of these decisions," Turkish Energy Minister Taner Yildiz said Tuesday, according to Turkey's semi-official Anatolian Agency....
Observers warn the protest movement in Syria, which struggled peacefully for months, is growing increasingly "weaponized" as more and more Syrian soldiers desert from the armed forces and join the opposition.
There's just a whiff of the Ivory Coast in how things are playing out right now. Effective sanctions + regional cooperation + weaponization of the opposition = eventual dictator downfall. It's not as neat and tidy as that equation, of course, but you get my drift.
There's an interesting irony here. Historically, the leaders of resource-rich economies have had greater leeway make mischief and resist waves of democratization. In the current climate, it would seem that these are the very economies most vulnerable to active economic pressure.
Obviously I'm not expecting an oil embrago on Iran anytime soon -- there are costs to sanctioning a major oil exporter. Still, these events are no doubt disturbing in Tehran and elsewhere.

The nasty piece of work that is the Syrian regime has been amping up the repression of its own population as well as its overseas diaspora. What can be done about it? Well, this is a purely theoretical question, since China and Russia the United Nations Security Council ain't willing to take action. Still, for the thrill of it, let's put on our thinking caps and ponder what measures could and should be taken short of force.
Although the Assad regime has essentially declared war on much the Syrian population, there is one coveted demographic that they have yet to alienate -- the business elites in Aleppo and Damascus. By and large the anti-Assad movement has yet to penetrate Syria's two largest cities. If sanctions could be designed to target those sectors of the population in particular, then the Syrian regime might feel its "selectorate" slipping away, undermining the regime even further.
As it turns out, these kind of sanctions were imposed on Syria for a short spell. What's surprising is that it was the Syrian government that imposed them:
The Syrian government on Tuesday revoked a recent decision to ban imports of most consumer goods, a move that had sent prices soaring and provoked outrage among a business elite that has until now backed the leadership of President Bashar al-Assad in his nearly seven-month contest with anti-government activists....
Analysts said that the ban imposed last week on imported merchandise, which included cars, household appliances and even food items, underscored a deep sense of anxiety among the authorities as Syria faces some of its most dangerous political unrest in four decades of dictatorship. Officials said it was needed to protect foreign currency reserves.
Analysts said the ban had been ordered without any study of the potential effects on the Syrian market or on Syria’s trade agreements with neighboring countries. Some economists in Syria said the import ban and its reversal were indicators that the Syrian leadership remained uncertain in the face of the uprising and its ramifications for the Syrian economy.
“The ruling caused a domestic uproar that was very important,” said Nabil Sukkar, a former senior economist at the World Bank who now leads the Syrian Consulting Bureau for Development and Investment, based in Damascus. “They realized that they can’t do that because it will lead to soaring prices, smuggling, unemployment and harm the credibility of the reforms.”....
[An] Obama administration official, speaking on the condition of anonymity following diplomatic protocol, contended that despite the reversal, “the damage has already been done.” The official said inflation had tripled and smuggling had surged since the decision was made, unsettling the business elite in Syria, which has largely sided with the government.
The “well-to-do are completely dismayed with Assad,” the American official said. “They don’t think he knows what he’s doing. Inflation has gone up. He can’t fix it.”
If the Assad government is truly this self-defeating, then maybe there's hope for regime change after all. All we can hope for is that further bloodshed is kep to aminimum, and that no one gives the Assads a copy of Bruce Bueno de Mesquita and Alistair Smith's The Dictator's Handbook.

So the big Middle East news this AM is that the Obama administration has explicitly called for Syrian leader Bashir Assad to leave power. The White House blog has the full text of Obama's statement. On Assad:
The future of Syria must be determined by its people, but President Bashar al-Assad is standing in their way. His calls for dialogue and reform have rung hollow while he is imprisoning, torturing, and slaughtering his own people. We have consistently said that President Assad must lead a democratic transition or get out of the way. He has not led. For the sake of the Syrian people, the time has come for President Assad to step aside.
The United States cannot and will not impose this transition upon Syria. It is up to the Syrian people to choose their own leaders, and we have heard their strong desire that there not be foreign intervention in their movement. What the United States will support is an effort to bring about a Syria that is democratic, just, and inclusive for all Syrians. We will support this outcome by pressuring President Assad to get out of the way of this transition, and standing up for the universal rights of the Syrian people along with others in the international community.
As to what the administraion is going to do to, well, you can check out the executive order, or you can believe me when I say that it amounts to a tightening of economic sanctions.
Now, conservatives have been calling for this move for quite some time, while Middle East analysts like FP's Marc Lynch, have been far more pessimistic. Two months ago, Lynch argued:
[T]here's "Expellus Assadum": the magic words by which Obama might declare that Asad must go and somehow make it so. While there's every reason for the U.S. to ratchet up its rhetorical criticism of an increasingly violent and brutal regime, tougher rhetoric isn't going to change the game. The entire course of the Arab upheavals this year demonstrates the limits of American influence and control over events or other regional actors. It most certainly proves that firm Presidential rhetoric is not enough to tip either the internal or the international diplomatic balance.
Libya should be enough to demonstrate this hard reality. I'm actually optimistic about Libya -- the diplomatic and military trends all clearly favor the rebels, the NTC has come together into an impressive government-in-waiting, and international consensus has remained reasonably strong. But even if Libya ends well, the reality is that it has taken months under nearly the best possible conditions. It isn't just that the President used his magic words. The Libya operation had widespread regional and international support, UN authorization, direct military involvement in a favorable environment for airpower, and an organized and effective opposition on the ground with a viable political leadership. And it has ground on for months.
The idea that invoking "Expellus Assadum" would quickly lead to an endgame in Syria just doesn't make sense. Demanding that Obama say "Assad must go" seems less about Assad and more about either moral posturing or about creating a rhetorical lever for pressuring Washington -- not Damascus -- to do more to deliver on that new commitment. By putting the President's -- and America's -- credibility on the line, however, it might force unwanted escalation into more concrete actions in order to deliver on the demand. So tougher and sharper rhetoric, with constant condemnations of violence, is not just appropriate but essential... but escalating to "Assad must go" at this point is not.
I've already revealed my sober assessment of this kind of policy step on Twitter. That said, I'm a bit more sanguine about this kind of call than Lynch. This strikes me as your classic gut-level foreign policy pronouncement, which, as I argued last month, accomplishes nothing of substance but, "just the acknowledgment of frustration can be politically useful, a venting of pressure that might otherwise lead to hopelessly misguided or absurdly risky policy options."
I suspect Marc is still haunted by the ways in which this sort of rhetoric about Saddam Hussein in the 1990s laid the political groundwork for Operation Iraqi Freedom. But it's not the 1990's anymore. The United States has three active military operations in the Middle East. There is no public clamor or enthusiasm for yet another military engagement, nor do I see any genuine policy appetite for such a move. Sanctions are already in place. Covert action might be taking place, but that policy option can never be publicly acknowledged. As the New York Times story notes, in calling for Assad to leave the United States is now moving towards the consensus in the region.
When the rest of the policy quiver has been exhausted, sure, why not call for Assad to leave? As a general rule, all else equal, I see no reason why the U.S. government should not express its actual preferences rather than hide behind diplomatese. Or, as Douglas Adams would put it, this rhetorical move counts as "harmless."
